Saw this on meritline.com, no idea how the quality is but seems like a nice deal:

My friend just got an easycap for $8 which isn't that bad actually. With the right settings it can look pretty damn good.

Plus it doesn't ship internationaly, can get it pretty quickly.

Is its quality comparable to low-end Dazzle cap cards?

Probably not as good as low end dazzles, but still pretty good.
